Clearwater honors pop-up permitting team for hurricane recovery work; staff say center processed permits and provided community support

At the May 15 meeting the Clearwater City Council presented a service award to the Beach Pop-Up Permitting team for their role in post-hurricane recovery operations. The council highlighted the team’s efforts to provide direct permitting assistance, information and outreach in neighborhoods affected by hurricanes Helene and Milton.
City staff described the pop-up center’s objectives and operations: it opened Oct. 8, 2024, to provide on-site permitting support to homeowners and contractors, help assess property damage, and expedite rebuilding. Staff said the center operated daily in the affected area until a closure in March 2025. During operations the pop-up team used temporary space and relied on coordination across departments — including Parks and Recreation, IT and building maintenance — to continue services when resources shifted.
The council noted that the team’s work went beyond permitting: staff provided a listening presence and emotional support to residents who had lost property. The award cited collaboration across departments and credited the pop-up permitting effort with helping Clearwater recover more quickly than some peer communities.
The council publicly thanked the team members named in the recognition: Roxanna Severa, David Clark, Adrian Young, Dylan Prinz, Sarah Kessler and Jean Henry, and recognized the broader interdepartmental support that sustained the initiative.
