Cochise County to consider intergovernmental agreement with Douglas for port-of-entry utilities right-of-way

Cochise County staff told the Board of Supervisors on May 15 that a proposed intergovernmental agreement (IGA) with the City of Douglas would let Douglas fund acquisition of right-of-way in county jurisdiction to support utilities and future roads serving a new port of entry.
The work-session briefing said the IGA covers use of City of Douglas funds to purchase right-of-way for water and sewer lines and for extending Kings Ranch Road south from the Border Patrol station and west to connect to the port-of-entry road, James Ranch Road. "This project is to help the city of Douglas put in their water and sewer lines to go to the new port of entry," Engineering and Natural Resources staff member Jackie said.
Why this matters: the new port of entry will require utilities and road access located in unannexed county land. The IGA would let the City of Douglas pay for right-of-way purchases on county property so developers or property owners can later build roads and utilities to serve the port.
County staff said Douglas will fund the right-of-way acquisition and that future road construction would be completed by developers when development occurs. Jackie told the Board that "the developers are whoever the property owners" and that some owners are pursuing rezoning into light industrial; the county expects a rezoning item next month. The briefing noted Douglas has not yet annexed the land out to the port of entry and officials said annexation is expected but will take several years.
Supervisors asked logistical questions about annexation and control. Miss Watkins asked whether the county has direct control over annexation; staff answered, "Correct. Okay. That's at their time schedule." The briefing clarified that if and when Douglas annexes the land, the county would relinquish affected parcels to the city under whatever annexation process Douglas follows.
No formal action was taken at the work session. The IGA and related rezoning and public hearings were placed on the Board's May 20 regular meeting agenda for consideration.
The Board's next regular meeting is scheduled for 10 a.m. Tuesday, May 20 in the hearing room, where the IGA is expected to appear on the agenda for formal action.
