The director told the board staff had “tried to locate the agreement” for the field across FM 787 and had not found one. He asked whether the board wanted to issue an RFP for agricultural use or pursue other steps. A board member asked whether an RFP was necessary if a farmer has been using the land; staff replied that an RFP is the legally fair process to determine proposals for agricultural use.
A staff recommendation to put the agricultural land out for RFP was supported in discussion: “My recommendation is to go ahead and put that agricultural land out for RFP, and we will, take it to council from there,” the director said. The board did not record a formal vote on the item during the meeting; staff said they would prepare an RFP and bring the matter to city council.
Board members noted the RFP should specify that the posting is for agricultural use only to avoid proposals that include structures or uses that could affect approach minimums or create obstruction issues. Staff said the RFP would solicit proposals for livestock or other agricultural operations and that council would receive recommendations once responses are evaluated.
