The Camden County Board of Elections and Registrars on May 15 scheduled a public work session to review the board’s bylaws and the office’s strategic plan. The board set the work session for Thursday, June 26, at 3:00 p.m.
Board members said they wanted time to develop an agenda for the work session so members would know topics and estimated time needs in advance. Several board members raised the procedural point that a work session must be noticed and is open to the public but usually does not include a public‑comment period and no formal board action is taken during the session.
Election Supervisor Shannon Nettles told the board that the elections office must perform a state‑mandated audit for the statewide contest earlier that same day and said, “so because it's statewide race, we are mandated by the, state to do an audit, for that race. So that happens at 09:00 that morning,” and recommended an afternoon start time so staff could participate. Board members discussed whether to hold the work session on a separate day or on a meeting day; after discussion, a motion to schedule the work session on June 26 at 3 p.m. was moved, seconded and approved by voice vote with no recorded opposition.
Board members were advised to develop an agenda in advance and to use the work session for discussion and recommended changes; any formal amendments to bylaws would need to be brought back at a regular or special meeting for action.
The board gave direction to staff to notice the work session publicly and circulate the bylaws and strategic plan materials in advance to allow members time to prepare.
