Board grants setback variance for single-family home at 906 Bridge Street

The Galena Zoning Board of Appeals approved a variance Wednesday allowing a new single-family residence at 906 Bridge Street to be built with a 10-foot west front setback instead of the standard 40-foot setback.
Applicant Melissa Hammer told the board the parcel is a longstanding family lot and she seeks the reduced setback to place a house facing Bridge Street. The board held a public hearing; no speakers opposed the request and the board determined the variance satisfied the required criteria for hardship, minimum necessary relief, and compatibility with adjacent properties.
During the hearing a board member asked whether the city had any planned infrastructure that would conflict with the requested setback. Staff and the applicant said the city’s current water and stormwater plans do not cover the portion of the right-of-way where the house would be placed and that any infrastructure work would be in the public right-of-way rather than on the applicant’s property. The applicant said she would work with the city on maintenance of the adjacent area.
Board members read the standard eight variance criteria on the record and concluded the property’s circumstances are unique, the variance would not confer special privileges, and it is the minimum relief necessary to allow reasonable use of the lot. The board directed staff to draft a positive finding of fact for calendar item 25VDash02 and the subsequent roll-call vote approved the motion.
The variance authorizes the reduced 10-foot west setback for the proposed single-family house; staff will prepare the written finding of fact and the applicant will proceed with permitting and any required coordination with public-works or utility staff.
