Commissioner Mackey and others questioned past practices in which departments used vacant positions to pay salary increases and then later sought to refill those positions. “You budgeted a person, you didn't fill the person. You just used the money to to give raises,” one commissioner said, and called for clearer accountability. Commissioners suggested a future resolution requiring departments to return to the commission for approval before moving money between accounts, citing the need for transparency and to avoid “kicking the can down the road.”
Finance staff explained their role: they reconcile department requests to estimated revenues and make recommended adjustments before the mayor proposes the final budget. Commissioners were told the finance package will show five years of history, prior-year budgets, the current requests, and the mayor’s recommended adjustments so members can see every dollar that was altered.
No formal policy change was adopted at the hearing; commissioners said they will review the mayor’s recommended budget and may pursue procedural changes — including a possible resolution — if they determine additional controls are needed.
