Commission Confirms Janie Parks Varnell as Hamilton County Attorney; One Commissioner Abstains

The Hamilton County Commission voted to confirm the county mayor's appointment of Janie Parks Varnell as Hamilton County Attorney effective July 1, 2025, approving Resolution 525-26 by roll call.

The confirmation brings the mayor's choice into an official role that will begin July 1. The resolution was moved by Commissioner Graham and seconded by Commissioner Smith; the motion passed on a full roll call with one abstention.

Commissioner Sharp spoke at length before the vote and said the board had not done adequate planning or conducted an open search before the mayor chose a single candidate. "This process has been flawed in my opinion, and this board has not done our due diligence," Sharp said, and added he would "respectfully abstain from this vote" while wishing the appointee well. Sharp cited Tennessee Code Annotated when describing the mayor's authority to appoint a county attorney in the absence of an incumbent, but said the legal option did not make the process a meaningful, deliberative choice.

Chairman Eversall called for a roll call after no other members sought to speak. The clerk recorded the votes and the resolution passed. Varnell was invited to step aside with her guests after the vote; the commission then continued with other business.

The commission and mayor indicated they will follow a transition process to bring the new county attorney on board and asked the legal committee to review and, if necessary, update the county resolution that governs the county attorney's office to reflect operational changes from the prior contract-era arrangements.

No formal amendment to Resolution 525-26 was made during the meeting. The commission's action confirmed the mayor's appointment rather than initiating a separate, commission-led selection process.
