DOC has body‑camera equipment but bargaining stalls rollout; tablets already aiding CIU probes

Nicole Desazo, who the committee identified as Director of Policy for the Department of Mental Health and communications director for DOC, said the legislature appropriated funds and DOC received body-worn camera equipment but implementation has not gone forward because policy and collective-bargaining issues remain unsettled. “We’ve had the equipment for at least two years now, but the issue of like implementing them is still caught up in bargaining,” she told the committee.
Aaron Reichert said investigators are “anticipating and really looking forward to when they are implemented. They will be an essential piece of data that will aid substantially in investigations, not just for CIU but for DHR and VSP.” He said body-camera footage would be a major new source of objective evidence for PREA, contraband and use-of-force inquiries.
Tablets and investigative searches: CIU staff described how searchable tablet communications already help them identify patterns and phrases associated with contraband and cash-payment schemes. Reichert said CIU has been able to run keyword searches on tablet content and that those searches have helped target follow-up interviews.
Labor and policy context: Committee members pressed whether bargaining is the primary hold-up; DOC staff and the policy director said it is one of the main outstanding implementation questions. Members noted DOC received cameras but has not yet made them operational for staff; DOC said it continues to press for adoption and to work with unions on a policy that addresses personnel and privacy concerns.
