The San Luis City Council on May 14 adopted two ordinances that change council meeting procedures: one requires a call to the public at regular council meetings, and the other restates council members’ right to attend by technological means such as phone or video.
Council members Lisette Cervin, Maria Cecilia Cruz and Esteban Rosales sponsored the ordinance reinstating a call to the public. During discussion, council members said restoring the public-comment opportunity addresses constituent complaints and ensures elected officials hear residents’ concerns.
“...this is their right. They need to hear—we need to hear their voices, their concerns, anytime they need to have the opportunity,” Council Member Maria Cecilia Cruz said during debate. The council voted to approve Ordinance No. 464, which amends San Luis City Code section 2.05.0.440 to require a call to the public at regular meetings.
Separately, the council adopted Ordinance No. 465, which amends and restates city code section 2.05.0.420 to formalize the right of the mayor and council members to attend meetings by technological means. Council members said the change provides a formal mechanism for remote participation when travel or emergencies prevent in-person attendance, while some members urged restraint so the option is not abused for critical items.
Both ordinances passed by voice vote at the May 14 meeting. The changes go into the municipal code immediately upon adoption and will appear in future council agendas and minutes.
