Summary
Members discussed a City of Laredo memorandum reminding appointees to distinguish personal views from official roles and reviewed stricter attendance enforcement requiring monthly meetings and potential removal for excess absences.
Commission members reviewed a memorandum from the City of Laredo reminding board and commission appointees to keep personal opinions distinct from their official roles and discussed stricter attendance enforcement tied to monthly meeting requirements.
Chair Collin Guevias read portions of the April 16 memorandum, saying it "remind[s] you of the importance of maintaining the distinction between your official roles and personal opinions when discussing the city of Laredo matters publicly" and that meetings are recorded. The chair directed members to Angie or an emailed copy for more information.
Members expressed questions about remote participation and how absences are counted. One member asked whether logging in remotely still counts toward attendance. Staff said remote log-ins (for example, via Webex) do not count as "in-person" attendance for the commission's roll call and that the city requires monthly meetings unless an exception is granted by the city manager or city secretary.
The chair explained the city has been strict about attendance: a member who accrues three absences in a year may be subject to removal. Commissioners asked whether previous informal substitutes or office representatives count; staff replied that appointments are tied to the individual appointee and cannot be delegated for voting purposes.
The commission noted that some members have missed multiple meetings and that the chair will follow up with the city secretary for clarification about excusable absences, remote participation rules and any process to request exceptions. The chair said the commission will bring a fuller explanation back to members at the next meeting.
