Republic plans revised 10.1-acre cap for east side; county expects closure work to start this year

Loudon County staff told commissioners the original closure plan for the east side of the landfill — previously described as a 13.1-acre cap — was revised to a 10.1-acre capping event tied to the permitted access road. Staff said full design plans are complete and bidding has started to obtain pricing.
Environmental staff said the contract obligates Republic to commence the closure work within 180 days of certification of the cell and that, based on current schedules, “by the end of this year, that whole site should be closed.” The county environmental manager told the commission the revised plan is the “maximum cap” achievable from the current permitted access road.
Staff added the capping work will reduce leachate generation by allowing the site to shed stormwater more effectively and reduce infiltration into the waste mass.
Ending: Staff said the timing of construction is tied to active operations on adjacent cells and to resolution of other engineering issues; they asked commissioners for community support for the revised approach and said they will provide schedule updates as bids are evaluated.
