Public comment: Nearby residents urged better dust control and faster responses after heavy rain events; a nearby resident said recent rain caused a stormwater control breach that flooded his property and asked for faster remediation and clearer construction controls. Developers acknowledged the breach, described on‑site repairs and said construction crews deployed BMPs (silt fence, wattles) and water wagons to minimize dust and erosion; they told the Board that hydrant‑pressure issues that limited dust control were resolved.
Condition added by commissioners: To address uncertainty about how Avenida Del Sur will change travel patterns, commissioners added a permit‑sequencing condition: no building permits for future phases may be issued until Avenida Del Sur is 100% complete and the county has evaluated traffic with that new roadway in service. The developer said it will continue to contribute to design and work with the county on Avenida Del Sur, and that standard financial guarantees will cover infrastructure required for approved phases.
Ending: Commissioners directed Public Works to meet with adjacent landowners to address driveway access, right‑of‑way questions and interim traffic enforcement and to return to the Board as needed on the Avenida Del Sur sequencing question.
