Developer representatives told the Board the revised plat refines internal lot sizes and preserves open space while maintaining required infrastructure. The project includes a 1,100‑foot crossing and roadway improvements the county has been planning in the area.
The Nut Graf: Public Works staff and the applicant discussed the sequencing and function of a north‑south connector and an emergency access connection near Falcon Way and Rabbit Road. The county asked the developer to configure the connector as an emergency access until a future roundabout and full Rabbit Road connection are completed; the developer presented traffic modeling showing acceptable intersection service levels for the phase as proposed.
Public Works’ memo (added to the record) asked that the short connector above the Oshara roundabout be initially configured for emergency access and removed once the permanent northern connection in Phase 2C is installed. The developer said the traffic study update shows acceptable levels of service at key intersections for the buildout levels expected with this phase; engineers said signal optimization or a future roundabout could address higher‑volume scenarios at the Rancho Viejo Boulevard/Avenida Del Sur intersection.
Commissioners discussed the value of additional roadway connections to reduce long travel segments inside a subdivision, and Commissioner Justin S. Green urged the developer and county to keep any new access open as a permanent connector where practicable to improve redundancy and shorten routes for local traffic.
Action: The Board approved the final subdivision plat amendment and delegated signature authority to the county manager to execute related documents. Motion to approve offered by Commissioner Hank Hughes; second by Commissioner Adam Johnson. Vote: unanimous.
