Senate panel reviews bill to create statewide emergency housing program, debates funding and timelines
Summary
The Senate Health and Welfare Committee reviewed a draft bill to establish a new statewide emergency housing program (referred to in the draft as "V Hart"/VHART), discussed implementation timelines and reporting requirements, and debated appropriations including a $10 million item and a $3 million allocation for housing capacity.
The Senate Health and Welfare Committee on an unspecified date reviewed draft legislation to create a statewide emergency housing program referenced in the draft as “V Hart” (VHART) that would replace some General Assistance emergency housing functions, set reporting and implementation timelines, and allocate several state appropriations, including $10 million and a $3 million housing allocation.
Committee members said the bill is a work in progress, and the text will return to the House for further conferencing and refinement. "There's no way we can incorporate all the language changes we've been asking for. So it's a work in progress, and we'll go back to the house," the committee chair said during opening remarks.
The draft would: establish a new statutory chapter taking effect July 1, 2025; require the Department for Children and Families (DCF) to begin rulemaking before July 1, 2026; convene regional advisory councils under each community action agency; set quarterly and periodic reporting requirements; and direct DCF to select and enter into agreements with a statewide organization to provide specialized services for households experiencing or fleeing domestic violence. The bill also directs annual reporting that ties increases in shelter capacity to reductions in use of hotel and motel rooms for emergency housing.
Why it matters: legislators said the measure aims to reduce reliance on hotels and motels for emergency shelter, expand emergency and permanent supportive housing capacity, and integrate shelter and supports regionally. The committee discussed how funding and timing affect the program's ability to hire staff, stand up services, and coordinate with existing General Assistance (GA) emergency housing.
