Chief Riley explained the parties originally entered into an agreement in 2011 that had expired. The new agreement term approved by the board is three years with an automatic one‑year renewal option and termination provisions. Chief Riley said Norcom charges equipment and monthly subscriber fees to customers and will pay the village a $24 monthly license fee for each subscriber who uses Norcom’s monitoring service. He said Norcom will supply necessary equipment to the village at no charge.
During discussion, board members and staff clarified that the contract is not intended to be an exclusionary monopoly for practical reasons. Attorney Zemenek noted the agenda used the term “exclusive license agreement,” and the board directed that reference be removed; the agreement as implemented will not include wording that prevents other providers from offering services where practical.
Chief Riley also said recent billing issues with Norcom that had persisted for several years have been addressed after meetings with Norcom staff. The board voted in favor of approving the agreement. No change to local alarm ordinance or fees was adopted at the meeting; the action was to authorize the contract terms described.
