Westmont approves purchase of 20 North Linden Avenue for downtown redevelopment

The Village of Westmont voted to buy a single-family home at 20 North Linden Avenue on May 15 to support a planned downtown redevelopment.
Village Manager May told the board the purchase is part of a multi-parcel effort tied to the 1 North Cass Avenue redevelopment and is intended to give the current developer control of the property so they can proceed with due diligence and the planning process. Manager May said the village had previously acquired adjacent parcels, including Harrelson's Garage, the strip mall and 14 North Linden, to assemble land for the project.
The board publicly confirmed the purchase price as $485,000, based on an appraisal; closing costs, survey and title commitments were included in that amount. According to the purchase agreement discussed in the meeting, the current owner may remain in the house for up to 15 months following closing.
Trustee Scales moved to approve the ordinance authorizing the purchase and Trustee Will seconded. The board recorded a roll-call vote with Trustee Scales, Trustee Little, Trustee Barker, Trustee Guzzo and Trustee Plowman voting “yes.” The motion passed.
Manager May said the parcel is necessary for the developer with whom the village has a memorandum of understanding; a formal development agreement has not yet been completed. The board did not adopt any development agreement at the meeting—the action was limited to the real estate purchase.
The village characterized the acquisition as a continuation of prior property-collection steps intended to streamline future redevelopment work in the downtown area. No additional zoning approvals or development agreements were finalized during this meeting; those steps remain subject to the planning and zoning review process and any required public hearings.
