Moraga oversight committee finalizes process changes, approves March minutes and plans earlier review schedule

The Moraga Town Local Sales Tax Oversight Committee on May 20 approved the March 18 meeting minutes, discussed procedural limits on forming a second subcommittee under the Brown Act, and agreed to pursue a slightly earlier review schedule for next year.
Committee members noted that an earlier review start would give subcommittees more time to process documents and ask follow-up questions. Staff said it could be feasible to meet in February to align with audit closeout and recommended the committee consider timing to avoid member transitions. The committee asked staff to check each member's term dates and to report back on any conflicts with a February meeting target.
Members also described a working template the subcommittee used to organize review materials (a Google Sheet with added columns for tracking reviewer assignments and notes). The subcommittee volunteered to provide the template to town staff so it can be shared with future committees; staff said the template can be accepted and distributed to assist future reviews.
On minutes and signatures, staff recommended distributing draft minutes and report materials electronically soon after the meeting so members can review them while the discussion remains fresh; final approval and signatures will occur after the committee reconvenes or after the report is accepted by Town Council and materials are returned for signatures.
Finally, staff said it is common practice for one committee member to attend the Town Council meeting that presents the committee's work so council may recognize the committee; the committee discussed representation for the upcoming late-May council meeting and asked staff to give advance notice of the council agenda timing.
