Woodbury County authorizes $600 appraisal for FEMA buyout application

The Woodbury County Board of Supervisors approved 4-0 on May 20 a $600 appraisal contract so a county resident can apply for a FEMA buyout following June 22–26, 2024 flood damage. County Treasurer Tina Bertrand and staff recommended hiring an independent appraiser and said the cost will be reimbursed if the FEMA application is approved.
Tina Bertrand explained that state and FEMA rules require an appraisal establishing the property’s pre‑flood value as part of a buyout application. The recommended vendor, Holcomb (appraiser), quoted $600 and promised a turnaround that would allow the county to meet the application timeline. Bertrand said the county will sign the appraisal engagement and seek reimbursement through the grant process.
A motion to authorize the treasurer to sign the appraisal agreement was made and seconded; the board approved the motion 4-0.
County staff and supervisors characterized the action as an administrative step to help one affected household pursue federal assistance; the county will pursue reimbursement if the buyout is approved.
