Glide-slope contractor retainage unresolved; airport to contract DBT for final flight commissioning

Staff said DBT’s quote — about $16,000 — was higher than the credit previously negotiated with the prime contractor (approximately $11,987) but included additional support work the airport might need. Staff said the airport can contract directly with DBT to finish the flight check and commissioning.
