Canyon Lake council finalizes budget adjustments, adds $7,500 community benefits fund

Director Shea told the council the only substantive changes since the prior hearing were a $7,500 line item for the Community Benefits Fund and a $2,664 cost-of-living increase to the city attorney retainer; the budget remained balanced with about $50,000 of revenues over expenditures.
Under the adopted approach, each council member will have $1,500 in discretionary community benefit funds to allocate to qualifying 501(c)(3) nonprofits that serve Canyon Lake residents. Council staff said the funds may be used for organizations that serve the city even if they are not physically located inside Canyon Lake, and the resolution includes examples such as youth sports organizations and the Lake Elsinore Unified School District.
The process described by staff requires a council member to designate the recipient; staff will verify the nonprofit meets the resolution's criteria before disbursing funds. Council members may reallocate their individual $1,500 to another member who wants to pool funds for a larger contribution. Staff said the practical timeline excludes end-of-fiscal-year processing in June and that awards must be processed before the fiscal year end (May in the adopted timeline) to simplify accounting.
Council approved the staff recommendation by roll-call vote; there were no public comments on the item.
