Trustees repeatedly endorsed the insertion of "to the extent possible," saying it balances the board's desire for predictable timelines with occasional operational or emergency needs. Trustee Hall said the addition matched intent dating to the board's 2016 approach and would have helped with recent complex rezoning conversations. Trustee Woodley added that the qualifying phrase reduces the risk of possible claims if an emergency or unanticipated event makes lengthy notice impractical.
