District approves residency-check vendor, FID application and medical services contract

The board approved a set of contracts and administrative items intended to support operations: a residency verification agreement with Thomson Reuters Clear, a master annual agreement with the Lancaster–York Intermediate Unit (LIU), a new school-physician agreement with Family First Health, and the district’s Flexible Instructional Days (FID) application for up to five days.

Administration explained the Thomson Reuters Clear agreement is meant to help the district be more proactive in verifying student addresses after the passage of Act 67, which staff said created a lengthier dispute process for unenrolling students found to reside outside the district. Staff said pupil-services responses from previous vendors had been slow and that the Clear agreement would allow a mass annual check of charter and enrolled families.

The Family First Health contract replaces the district’s prior UPMC physician after the practice’s school doctor left; the new agreement will support standing orders used by nurses (for inhalers, EpiPens and routine medications) and provide mandatory physicals for kindergarten, sixth and 11th graders when families do not obtain those exams from primary-care providers.

The board also approved the district’s FID application (good for three years) to the state; staff said the district wants approval now to preserve the option of using up to five FID days (rather than makeup snow days) and that the application is due June 1.

Outcome: Approved (consent agenda item). Staff noted these are operational agreements and asked the board to approve them as presented.
