Franklin issues record first-quarter permits in 2025, city reports

Catherine, a representative of the Building and Neighborhood Services Department, presented the city's quarterly development activity report at the May work session, saying Franklin issued 1,753 permits in the first quarter of 2025 and recorded $361 million in construction valuation.
"For 2025 first quarter, we had 1,753 permits issued," Catherine said. She told the board that the permits included about 273 dwelling units — roughly 62 single-family homes and a number of townhomes — with the West Haven active-adult community accounting for approximately 200 of those units.
The report said permit fees collected during the quarter exceeded $800,000, road impact fees totaled about $22,200,000, and water and sewer impact fees were approximately $2,500,000. Catherine noted this is the second year using the city's new water and sewer impact fee methodology, which she said contributed to the increase in those collections.
Catherine also highlighted that an In-N-Out Burger office permit was among notable nonresidential activity in the quarter. She cautioned that the first quarter alone does not establish an annual trend and promised a midyear report at the end of the second quarter.
Board members asked clarifying questions but took no formal action on the report. Catherine said staff will return with a midyear activity report and fiscal-year totals later in the year.
