The rec commission reported that the organization (the Cougars) had been surprised by an invoice; staff located an email exchange indicating a prior agreement but noted there is no fully executed, signed agreement with the current board.
Staff reported that the city will end separate rental agreements with Ford and will expand parking on city property behind the scoreboard using stockpiled millings and in-house labor. That work would entail drainage improvements and modest material purchases; staff estimated material costs at around $1,500 if the city provides labor, or up to $3,500 if outside contractors are hired. Councilmembers suggested asking the organization to contribute to material costs rather than pursue enforcement against youth sports, and planned to reach out to the organization for a written acknowledgement or payment arrangement. Staff said the city would prepare any needed resolution to terminate prior contracts and formalize the arrangement.
No formal enforcement action was taken at the work session; staff will contact the organization’s leadership to seek a cooperative resolution and will prepare a resolution if required to end prior contract obligations.
