Orange Village awards 2025 concrete road program; Miles Road waterline work still awaiting timeline

The Orange Village Council on May 14 awarded the 2025 concrete road program to TC Construction for an amount not to exceed $317,606.25 and discussed outstanding infrastructure work on Miles Road and routine sewer district services.

Council considered five bids for the concrete program; one bidder rescinded because it submitted pricing per square foot rather than per square yard, which staff said was a material error and resulted in rescission. Village staff recommended TC Construction based on past performance and competitive pricing. A motion to award the contract passed by roll call; the vote recorded Vincent, Madden, Foster, Ulner, Bilski and Silver as voting yes.

Public works updates included a report that the Miles Road waterline replacement design was returned from the regional reviewer (CWD), and engineers (Burgess and others) are addressing comments; no firm construction schedule was provided. Council members noted the village has $250,000 allocated next year for Miles Road repaving and said they want the waterline work completed this year to avoid missing the repaving funding window.

Mayor Klein also described a proposed participation in a Northeast Ohio Regional Sewer District (NEORSD) community cost‑share program for catch basin cleaning and maintenance, estimating this year's catch basin cleaning at about $8,000. Klein said this is routine housekeeping to continue prior participation in the program.
