The policy was developed by the district’s Policy and Governance Committee and reviewed by legal counsel; Lieutenant Smith of the Laramie Police Department spoke to the committee about law-enforcement training standards. "We felt that the policy and governance committee felt that reviewing those would be very important," Mr. Cowper said while introducing the policy.
