Board authorizes bidding on new Nelson County Social Services building after architects say design meets budget

The Nelson County Board of Supervisors on May 13 authorized the county to advertise and bid construction of a new social services building, following a presentation by PMA architects and the project design committee.
Jeff Stodgill and Akshay (Akshay/Archer in presentation) Patel of PMA described a site plan at the 3710 Mark site (corner of Main Street and U.S. 29) and said the current design reflects three years of analysis, a space-needs inventory with the Department of Social Services, and material selections intended to be contextual to Nelson County. PMA said the design is within the budget adopted by the board and that the building plans are ready for the contractor to apply for a building permit.
The project team described pedestrian connections, a visitor canopy, separate interview and supervised-visit rooms (including a carpeted supervised-visit area designed to be replaceable), administrative workspaces, training and conference rooms, and exterior landscaping. PMA presented a bidding schedule that included advertisement on May 16, a pre-bid conference May 28, receipt of bids June 26 and bid opening June 27, and a proposed 18-month construction timeline.
On project permitting, PMA said comments from the Department of Environmental Quality (DEQ) on stormwater had been received and responses submitted; remaining items were administrative and not expected to require substantive redesign. Board members asked about stormwater risk; PMA replied that they felt the project was "out of the woods" on substantive stormwater comments and that the building plans were ready for permitting.
Supervisor Park moved and the board approved Resolution R2025-35 authorizing the county to advertise and bid the project. The motion passed on roll call. Board members commended the design committee and PMA for a deliberate process that reportedly kept the project under the originally anticipated budget. Staff will proceed with the advertised schedule and return with bid results and contract recommendations.
