Board approves FY26–31 secondary 6-year road plan after VDOT update on unpaved roads

VDOT and county staff updated the Nelson County Board of Supervisors on May 13 about work on unpaved roads and related projects; the board then approved the county's FY26'FY31 Secondary Six-Year Road Plan and the rural rustic design standards for unpaved roads.
A member of the public, Alan Hale of Shipman, told the board during public comments that a culvert on Route 617 (Rockfish River Road) has been washed out for some time and that potholes on Diggs Mountain Road and the Arrington Road intersection are worsening; he said a volunteer fire truck previously fell into the washed-out culvert. VDOT staff later told the board they have completed work on roughly 64 miles of the county's approximately 120 miles of unpaved roads and placed more than 10,000 tons of stone on roadways damaged in last year's flooding.
VDOT noted a prefabricated aluminum structure for the undersized culvert on Route 617 is expected in the coming weeks; staff also reported work on pipe jacking and slope repairs on other routes and ongoing ditching and pavement repairs on Mill Ridge Road near a brewery.
After the VDOT report, the board moved and approved Resolution R2025-33, the FY26'FY31 Secondary Six-Year Road Plan and FY2526 construction priority list, and Resolution R2025-34, approval of rural rustic design standards for unpaved roads. Both resolutions were approved by roll call. There was no detailed amendment to the plans recorded in the public session; VDOT staff said specific project evaluations would continue before implementation.
Board members and staff said the additional stone and recent repairs appeared to reduce flooding on some primary routes and asked VDOT to continue providing schedule updates for bridge projects and culvert replacements.
The board recorded the approvals by roll call; staff will proceed with the plans and continue coordination with VDOT on scheduling and contractor procurement.
