With the special assessment approval in place, staff recommended awarding the contract to Wannasac as the lowest responsible bidder.
Staff noted that bidding conditions have improved as construction activity slows and more contractors are competing, which helped lower prices compared with prior estimates. The board moved and approved the award by roll call.
Staff said the award is contingent on the special assessment process and did not provide a construction start date at the meeting.
