School committee approves superintendent’s summative evaluation; some members call for process review

The Falmouth School Committee voted to accept the superintendent’s end-of-cycle summative evaluation and overall rating of “proficient.” The committee’s evaluation subcommittee compiled members’ end-of-cycle reports and recommended an overall performance rating based on the preponderance of evidence, the district said.

The evaluation document listed four standards—instructional leadership, management and operations, family and community engagement, and professional culture—and rated the superintendent proficient in each. Committee members also rated three annual goals (equity-audit student learning goal; professional practice goal on environmental stewardship; and district-improvement goal on community engagement) as “met.” The combined result produced an overall “proficient” rating.

Committee members who spoke during the public discussion period noted process concerns. Member Terry (last name not stated on the record) said the subcommittee used only a subset of indicators (8 of 20) aligned to goals and that excluding fiscal-systems (2E) and family-concerns (3D) limited the ability to render a fully informed overall rating; he asked the evaluation subcommittee to review the process. Other members echoed the need to examine indicator selection; one member singled out the district’s budget and town relationship as strong and commended district leadership for maintaining fiscal stability.

Board members asked staff to incorporate subcommittee feedback into next year’s evaluation cycle. The committee approved the summative evaluation by voice vote after a motion to accept the summative document and a second; the motion carried with no recorded opposition or abstention on the record.
