Palmyra Borough Council concluded discussion on a proposed zoning ordinance amendment that would have addressed electronic skill games and directed staff to pursue a business-regulation ordinance instead, sending the draft to the borough solicitor for formal review.
"In light of our solicitor's input ... I like to move that we conclude the discussion on the zoning ordinance amendment for the ... skilled gates terminals instead considered revised business regulation," the presiding officer said. Council indicated the proposed approach would regulate terminal operation through a business-regulation ordinance rather than through zoning.
Council agreed to have members read the proposed business-regulation ordinance before the next meeting and to place the item on the May 27 agenda for consideration. A council member asked that the document be read and acted on at the next meeting. There was no formal ordinance vote recorded at this meeting; instead, the matter was referred to the solicitor for formal review.
Why it matters: shifting regulation of skill-game terminals from zoning to a business-regulation ordinance changes the municipal legal approach and could affect where, and under what conditions, such machines can operate within the borough.
What happens next: staff will deliver the proposed business-regulation ordinance draft to the borough solicitor for review and the council will consider the item again at its May 27 meeting.
