Council awards CDBG cost-share sidewalk contract to M and J Asphalt for $444,981.52

The Berwyn City Council voted to award the city’s CDBG cost-shared sidewalk replacement program for project year 2024–25 to M and J Asphalt Paving for $444,981.52, plus a 5% contingency.

The action came after Public Works Director Robert Shiller recommended the award following a bid opening. “Concur with Director Schiller and award the CDBG project year 2024–25 cost-shared sidewalk project to M and J Asphalt Paving in the amount of $444,981.52 plus a 5% contingency,” a council member moved. The motion, made on the record by Alderman Fakes and seconded by Alderman Lennon, passed on a roll call vote with seven ayes and the mayor announcing the motion carried.

The ordinance and motion referenced the city’s CDBG program for the 2024–25 program year and followed the council’s standard low-bid, qualified-bidder evaluation for public works contracts. Council members did not request additional changes to the award amount during the recorded motion and vote.

The approval directs the city to proceed with contracting and to include a 5% contingency in the contract amount to cover unforeseen costs. Funding was described in the meeting as tied to the CDBG project year 2024–25 cost-share sidewalk program; the motion did not change the source or amount of available grant funding.
