The amended subrecipient agreement would increase county support for the Spencer library project to $250,000; staff said the City of Spencer would provide remaining funds and targeted completion by Dec. 31, 2026.
A commissioner asked what the $250,000 would fund. Staff replied the money would assist construction of a library facility in Spencer; the county previously committed toward a $300,000 request and the amendment moves the county contribution to $250,000. The board approved cancellation of the $20,000 project and the amendment to the subrecipient agreement, with the library award approval explicitly conditioned on encumbrance of funds because the money had not yet been encumbered.
The board also approved a separate Community and Economic Development (CED) application for $25,000 to purchase a planer for a seed stripper as a related district item. Residents from Spencer attended the meeting and asked for clarification on the project scope during the discussion recorded in the meeting.
