Ocean Shores planning commission advances draft updates to roofing, siding and accessory-structure rules

Ocean Shores Planning Commission members on Tuesday approved wording additions to municipal code addressing roofing warranties, nonaccessory-structure exterior materials and related siding provisions and agreed to consolidate overlapping siding language before submitting the package to the City Council.
The revisions add a sentence requiring manufacturers’ warranties for roofing and fasteners, update materials allowed on the exterior walls of nonaccessory sheds, and clarify where architectural metal siding may be permitted, the commission said. Commissioners committed to removing a conflicting sentence and placing all siding and roofing provisions together to avoid enforcement confusion.
Commissioner Beese read the proposed addition and asked whether members had objection. The commission then voted to approve the roofing warranty language as written. Beese said the new process and language were developed in a working meeting and that the commission would return the final draft to council after a last review.
Commissioners discussed specific limits in draft text. The roofing addition requires a manufacturer’s guarantee of at least 20 years to comply with Ocean Shores Municipal Code 17.260.06(d). The nonaccessory-structure change to Ocean Shores Municipal Code 17.50.115(e) now reads that the “exterior wall surface of nonaccessory sheds shall be constructed of nonmetallic, wood-like appearance, wood, vinyl, and/or resin.” Separately, draft language in 17.52.10(k) would permit architectural ribbed metal siding for outbuildings, unpermitted structures under 200 square feet and permitted accessory structures, with a 50% limit referenced elsewhere for permitted accessory siding on primary structures.
Commissioners flagged a potential conflict between the section that prohibits metal siding on nonaccessory sheds and the section that would allow architectural metal siding for small outbuildings and accessories. Commissioner Johnston suggested consolidating roofing and siding rules into a single, consistent section so counter staff and the public do not face contradictory provisions. "Just so it's consistent," Johnston said. The group agreed to strike the conflicting line from 17.50.115(e) and move the siding and roofing details into one location before the package goes to council.
The commission also discussed metal shipping containers (referred to in meeting materials as Connexus containers) and confirmed that definitions for temporary on-site construction storage and related placement rules are included in the draft package awaiting finalization.
Commissioners said they will prepare a clean, ordinance-style draft for a final read-through before sending recommendations to the City Council. The commission scheduled no separate vote to rescind earlier approvals; instead members opted to revise the package and present a consolidated version to staff and council for review.
