Centre County commissioners ratify tax-exempt lease for Mount Nittany Health electronic records and ERP systems

The Centre County Board of Commissioners voted to adopt Resolution 7 of 2025 to ratify a tax‑exempt equipment lease financing that will allow Mount Nittany Health to acquire an enterprise resource planning (ERP) system and an electronic medical records (EMR) system.
The Centre County Hospital Authority held a TEFRA hearing on April 15 and its board unanimously approved the project. Tom Schrack, solicitor for the Centre County Hospital Authority, told commissioners the authority would act as a conduit lessee in a lease with Bank of America; Mount Nittany Medical Center and the physician group will make the lease payments and operate the equipment after acquisition.
The financing covers a technology package rather than construction. Brian Roach of Mount Nittany Health described the ERP as the hospital’s business platform — covering finance, supply chain and human resources — and the EMR as the clinical record and revenue‑cycle system for patient scheduling, clinical documentation and billing. Roach said the hospital went live on the ERP Jan. 1 and plans to go live on the EMR May 30 of next year.
Commissioners asked about scope and timing; Roach and Schrack confirmed the lease transaction is limited to equipment, software and associated implementation costs. The hospital also described a separate capital project: a patient tower under construction, which the hospital said represents about a $350 million investment and is scheduled to open next summer.
Commissioners moved and seconded adoption of the resolution; the motion carried. The resolution, and the TEFRA ratification, authorize the authority to proceed with the lease financing subject to final documentation and the equipment schedule attached to the master lease.
The county record shows the authority held the required public TEFRA hearing and the hospital and its physician group will be responsible for lease payments once the equipment is acquired and placed in service.
