Commission hears update on Sound Transit LightLink routing, staff working to clarify local requirements

Planning staff updated the commission on Sound Transit LightLink planning and said the agency has made a preliminary recommendation to its board and will present to the full board next month. Staff said Sound Transit’s preliminary route is likely to use State Route 99 and then shift to Interstate 5 before reaching Porter Way.
Manager Stalenecker said Sound Transit "did take the comments they received" and was considering an alternative that might jog earlier to better accommodate low-income housing sites. He told commissioners that by the time Sound Transit applies for permits, city staff will clarify local road requirements the agency must meet.
Staff explained the alignment will cross developed areas, businesses, residences and wetlands, and any work in wetland areas would require mitigation. Commissioners asked whether the alignment would affect neighborhoods that previously raised eminent-domain concerns; staff said the alignment is planned to cross over to I-5 before reaching Porter Way and "won't affect those neighborhoods on Seventieth." No formal action was taken; staff said they will continue coordinating with Sound Transit and Public Works on permitting and mitigation expectations.
The update was informational; the commission did not vote or direct staff to take regulatory action. Commissioners and staff agreed to continue monitoring Sound Transit’s schedule and routing decisions as the project advances to board approval and permitting.
