Council approves first-reading annexation for land near Loop 88 and Milwaukee Avenue

The Lubbock City Council on May 13, 2025 conducted a public hearing and approved on first reading an ordinance to annex land near Loop 88 and West Milwaukee Avenue after a presentation by city staff.

City planning staffer Kristen Seager told the council, “This is the public hearing and first ordinance reading for a proposed annexation of a 21 acres located South of A Hundred And Thirtieth West Of Milwaukee Avenue.” Seager also said Council previously approved the annexation agreement and that the second reading would be brought to the next council meeting.

The annexation request, filed by Nicollet Land Company LLC, was described in the hearing notice as “an area of approximately 121.8 acres adjacent to the southwestern city limits.” The council record includes both descriptions; the applicant’s public notice language and Seager’s oral summary differ on the acreage reported in the hearing.

No members of the public spoke in opposition or in favor during the hearing, and the council moved to approve the first ordinance reading. The motion was made by Mr. Collins and seconded by Dr. Wilson; the vote was recorded as unanimous.

Because this action was a first ordinance reading, the council did not take final action on annexation today. City staff said a second reading will be presented at the council’s next meeting, at which time the council may adopt the ordinance and complete annexation procedures.

The item was taken up as Agenda Item 7.1. The council’s public-hearing format allowed questions of the applicant and staff during the hearing but, per council procedure, did not allow deliberation of the merits until subsequent consideration.
