Planning commission amends Title 16 short-subdivision definition, unanimously recommends council approval

The Milton Planning Commission on a 6-0 vote amended the draft Title 16 code to change the definition of “short subdivision” and voted to recommend the revised Title 16 package to the City Council as amended.

The change narrows the short-subdivision definition to specify that a short subdivision “means a division of land into 4 or less lots, tracts, parcels, sites, or subdivisions for the purpose of sale or lease and up to 2 additional owned in common tracts created for access, stormwater facilities, critical areas, or other open space.” Planning Manager Stalenecker told commissioners the short-subdivision language was the only amendment in the revised packet received that evening.

Commissioner Boyle moved to amend the Title 16 draft code’s short-subdivision definition; Commissioner Oler seconded. After brief clarifying exchanges about punctuation and phrasing, the commission approved the amendment 6-0. Commissioner Boyle then moved that the commission "recommend to the City Council the proposed Title 16 amendments relating to definitions, unit-lot subdivisions, and binding site plans as amended this evening," a motion seconded by Commissioner Sweatt; that recommendation also passed 6-0.

Commission discussion focused on capturing the amendment language at the start of the motion so the packet and record matched the commission’s intent. Manager Stalenecker noted staff had blended two prior versions of the definition into the single revised text commissioners acted on. No substantial dissents or conditions were recorded during the vote.

By approving the amendment and the recommendation, the commission forwarded the revised Title 16 language to the City Council for consideration and potential adoption. The commission’s next regular meeting is scheduled for Wednesday, June 11, 2025.
