Logansport orders, tables multiple property cleanups; fines and park proximity cited

The Logansport Court of Public Works and Safety approved cleanup orders for multiple properties, tabled some cases for follow-up hearings and reaffirmed enforcement procedures for repeat violations near Riverside Park.

City code enforcement officer Randy described multiple cases brought to the board and their current status, saying, “This is the second violation in a year or in a 12 month period of time. The property is cleaned up now” when explaining the case at 503 Mobley Street. He also noted several other properties where trash, building materials or appliances remained and follow-up was required.

The board voted to table the cleanup hearing for 503 Mobley Street to the May 21 meeting to give the property owner an opportunity to appear. The board also tabled cleanup hearings for 1406 High Street and for 225 West Linden Avenue (reissued and reset for June 4) to allow owners or representatives time to address outstanding items.

For 1410 High Street, code enforcement reported a history of prior violations and that the owner had cleaned most of the property but a vehicle remained. Randy said the property had “a multiple violation” status and explained how repeated problems near the park generate more complaints. He told the property representative that, because this was a multiple violation within 12 months, the outstanding administrative fine remained. The officer said the city would accept a single $100 fine in this case because the owner had come in and shown progress.

Other cases resulted in orders to clean up. The board approved cleanup actions for 607 West Broadway, 706 High Street, 1800 George Street (upholstered furniture on porch), and 1108 Michigan Avenue after code enforcement reported partial or full remediation but remaining items that needed removal.

Board members and staff emphasized practical next steps and communication. Randy and other staff advised owners to coordinate with code enforcement for dumpsters or other cleanup options and to call the office if repeated windblown debris or other short-term issues arise. Randy told one resident, “If you feel like something's getting away from you on the property, contact him,” referring to code enforcement coordination. The board noted that homes nearest Riverside Park draw repeated complaints and urged more frequent checks in those areas.

The board repeatedly differentiated discussion from formal action: several properties were tabled for future hearings (no enforcement action yet), while others received formal cleanup orders. Members said further enforcement (including higher fines or contractor cleanup with lien) remained an available next step if owners did not comply.

The board closed the code-enforcement portion of the agenda after the scheduled hearings and directed staff to monitor progress before the next meeting.
