Staff reported the property consists of one‑and‑a‑half lots (8,100 sq ft) with an existing single‑family home improved and expanded over decades, including uncovered additions that lacked building permits. The applicant filed plans to create two residential units (one front, one rear), add a driveway and other improvements; staff said the variance would legalize the existing overbuilt condition while permitting the property to be used as a duplex under R‑2 zoning.
Staff recommended approval with conditions including legalization per plans prepared by the applicant’s architect and maintenance of street trees and rear green area. The applicant accepted the conditions and the board voted to approve with conditions; staff will coordinate building permits and ensure the property is legalized according to the approved plans.
