Planning board OKs partial alley vacation to consolidate parcels for storage development on East block

The Planning & Zoning Board recommended approval May 14 for the closure and vacation of portions of a 12‑foot alley to allow consolidation of three parcels for a proposed storage building project operated by Store All 27 East Eighth Ave, Hialeah LLC.
Architect Félix Pardo, speaking for the applicant, said the portion of the alley proposed for vacation lies adjacent to parcels at 4148 East Eighth Avenue, 780 East 40 Second Street and 790 East 40 Second Street and that both sides of the alley to be closed are owned by the same entity. He said the alley will remain open at the western portion where it abuts properties owned by others.
Staff reported letters of no objection from FPL and Comcast and said the Public Works Department raised no objection provided a new water main is installed and operational prior to any building construction; staff said a certificate of occupancy shall not be issued until that condition is met. Utility letters from AT&T and Florida City Gas were pending. The applicant indicated they have been working to obtain required approvals from utilities.
Board members asked about existing conditions on the site; the applicant described a former veterinary facility and a currently vacant lot. The board voted to recommend approval with the staff condition requiring the new water main be installed and operational before construction and occupancy.
The vacation recommendation will be forwarded to City Council; staff noted a certificate of occupancy will be withheld until the water-main condition is satisfied.
