Committee backs library budget, approves CIP requests for ADA repairs and courtyard doors

The Committee on Administration and Finance recommended the Salem Public Library’s fiscal 2026 operating budget and reviewed capital improvement requests to address accessibility, failing courtyard doors and repair needs in the historic 1989 building.
Tara Mansfield, library director, described year‑round programming including sensory‑friendly events, a new seed library and mobile services. Mansfield said the library expanded telephony to VoIP and mobile printing and will focus on adult programming and digitizing local history collections next year. Mansfield told the committee, “We are open 7 days a week and with the kind of weather swings we're having, we are just using more and more than it seems we ever expect to use,” explaining increases in utilities and telephone expenses.
On capital needs, Mansfield highlighted ADA improvements (handrails, sinks, signage), replacement of three failing courtyard doors in the children's room that are no longer weatherproof, and an annual repairs fund to address ongoing issues in the historic facility. The committee recommended approval of the library personnel budget of $1,283,830 and expenditures of $404,713 for a departmental total of $1,688,543, and discussed CIP proposals to enable more outdoor programming and make the courtyard safer and more usable.
Councilors pressed on usage data and access barriers; Mansfield said visitation patterns had shifted with some patrons staying for extended periods and noted charging access as an area for improvement. The committee’s positive recommendations move to the full council for final action.
