Port Richey CRA directs staff to draft RFP for Grand Boulevard area planning study

The Port Richey Community Redevelopment Agency instructed staff to prepare a request for proposals for a planning study of the Grand Boulevard area and to return to the CRA with a recommended scope and cost estimate.
City Manager Matthew Cobler said the study is intended to shape redevelopment ahead of waterfront development and could include form-based code elements. He told the board the CRA has about $2.2 million in its budget that could be a funding source and that his "gut" estimate for the study cost was about $50,000 but could reach $100,000 depending on services requested.
Why it matters: A targeted planning study and possible form-based code could shape future commercial and residential development along Grand Boulevard, coordinate with county efforts and make the area more attractive to investors and developers.
Cobler said staff has discussed the project with the county Brownfield agency, which may contribute funds; he also noted that a similar form-based code study is underway in Elfers and that Port Richey's planning consultant Tammy Bridal has been coordinating with county planners. Board members approved a motion to have staff draft the RFP and return with a recommended budget and timeline. The motion carried by voice vote.
Staff will prepare the RFP, refine the estimated budget and report back with recommendations and potential county partners.
