Commissioners asked staff to pursue a multi-year capital program to replace temporary thermoplastic centerline tape on the Beachwalk with cut-in white pavers where the pavers are missing, and staff provided a preliminary estimate for the full remaining extent.
Transportation staff explained the city applied thermoplastic tape in sections where the paver surface is irregular because paint or thermoplastic laid directly on patterned pavers produces uneven, visually poor edges. "When you pour, the thermoplastic... that doesn't leave for very attractive straight edges," staff told the committee.
Commissioner Alex Fernandez and Commissioner Micky Bont said the Beachwalk is a signature city asset and argued the city should invest in cut-in pavers rather than leaving temporary tape in place. Facilities and CIP staff supplied a preliminary cost estimate: about $900,000 to install pavers in the sections that currently lack them.
"This is the image of our city," Fernandez said. "When visitors come to Miami Beach, they come to experience something unique... we shouldn't go on the cheap."
The committee asked staff to send a referral to the city commission to include phased funding in the FY26 capital budget process so work can begin in segments and continue in subsequent fiscal years. Staff noted the Beachwalk surface mix (some sections concrete, some pavers, some decorative patterns) means implementation will require design coordination and phased scheduling.
