Council approves opioid settlement expenditures for two recovery programs; one vote recorded with abstention

A council member said Hope Initiative is serving as fiscal agent because Hagar's Hope has been awaiting IRS approval of its 501(c)(3) status and "the director, Jamie Owens, said that should have that within the next 6 weeks." That motion also passed with five votes in favor and one abstention; the council recorded the abstentions by members who had conflicts on each respective item.
