Engineer: Quarry Ridge, Amazon utilities and Cottage Grove bike path moving forward; Heyday, Coyle Island South in early stages

Village engineer Josh briefed the Public Works, Properties and Sustainability Committee on current and upcoming development and infrastructure projects, including Quarry Ridge street work, Amazon-site utility completion, Cottage Grove Road multiuse-path timing and the 2025 streets project.
Josh said contractors on Quarry Ridge have restarted street work and expect most street work to be completed in early June. He reported that the Amazon facility contractor has finished the majority of utilities and that county and state staff are finalizing Traffic Impact Assessment (TIA) details for road improvements and roundabouts on the north end; full improvement plans will follow.
The engineer said the multiuse bike path along Cottage Grove Road is on the village schedule but is currently dependent on utility relocations: “The power is getting pulled off, and we're working with telecommunications to try to get their stuff buried too. So that's kind of hinging on when they could start over there, on that construction,” Josh said.
Josh also said PRE-C (contractor) was finishing concrete and would begin pulverizing and paving work soon for the 2025 streets project; the contractor hopes to pulverize and pave sections by late May/early June and finish before major summer events. He gave a tentative schedule that included pulverize next Tuesday with asphalt paving the week after Memorial Day for Heather and Bonnie streets.
Separately, Josh said Heyday expects to begin site grading and utility installation in June, and staff are consulting with developers on Coyle Island South (a farm development south of Cottage Grove Road near CVS) and an interceptor sewer plan in coordination with the utility commission. The committee discussed county funding contributions and the timing of developer work.
No formal actions were taken; the item was informational and staff will continue permitting and coordination with developers and county agencies.
