The promotion of Cody Raney (name in motion: Cody Raney) to lieutenant in the Clark County Fire Department passed on a voice vote despite one magistrate saying they would vote no “absent a staffing flowchart” that shows approved positions and vacancies. That magistrate said they had requested a staffing chart for months and would prefer to see departmental position counts before future promotions and hires. The oath of office was administered to the promoted lieutenant.
The court approved four budget transfers (BT‑01 through BT‑04 considered sequentially) after discussion about the use of contingent appropriations and ARPA‑related transfers. One magistrate voiced concern about contingent appropriations and repeated that transferring line‑items near the end of the fiscal year can be problematic; another member explained that one transfer reflected an administrative correction of a mistaken account selection on a prior lease payment and another was tied to the remaining appropriations from an ARPA cash transfer that the Division of Local Government (DLG) had allowed to be moved between cash and appropriations.
Cash transfer items A and B were approved together and the bills list, including the supplemental/preauthorized list for late April and early May dates, was approved. Several magistrates requested clearer documentation and more consistent packet delivery for future meetings; one member said some materials (a KYTC map and project list for the rural secondary item) arrived at the dais only minutes before the discussion.
No ordinance or large contract award was approved at this point; the court’s fiscal votes were routine approvals of pending transfers, cash movement and the payroll/bills list. The court recorded the promotion oath for the new lieutenant and asked staff for additional staffing and account detail on future fiscal items.
