Council adopts five-year road plan and approves $575,000 MFT allocation for Manchester Road work

The South Beloit City Council on April 7 approved a five-year road-improvement plan covering 2025–2029 and separately authorized use of Motor Fuel Tax (MFT) funds for a high-priority Manchester Road project.
City staff described the five-year plan as the first step toward a longer-term capital improvement program and said it will be expanded to a 10-year plan in coming years. The plan prioritizes resurfacing, concrete repairs in older neighborhoods and coordination with Illinois American Water to limit repeated pavement disruption.
Separately, the council approved Resolution 66-12 to use $575,000 in MFT funds for reconstruction work at the intersection across from the QuikTrip (Manchester Road at Middle Road). Staff said the site has failing pavement and virtually no striping; engineering core samples indicate more than resurfacing will be needed and that the project will remove existing material and repave with a heavier pavement section (six inches of asphalt after full-depth removal where needed). Staff noted the city must have construction contracts under the MFT program in place by June 30 to retain the grant funding.
Officials said the city will keep transparent accounting of the 1% local sales tax receipts that are earmarked for roads, showing how much each project uses from MFT, sales tax and other funds. Councilmembers approved both items and encouraged staff to bring options as project designs and bids are developed.
