The Newman City Council approved on May 13 the final one‑year renewal of the city’s debris‑removal services contract that was originally executed after the November 2021 tornado; staff said the renewal carries no direct cost unless activated.
Staff explained the contract included four one‑year renewal options and the council’s action authorized the final renewal for contingency use in the event of another natural disaster. Mr. Phillips indicated the city will need to reissue a solicitation (RFP/RQ) well in advance of the current contract’s final expiration to remain compliant with FEMA procurement rules and avoid a gap year.
“We'll need to reissue another RQ process to stay in compliance with the FEMA procurement. We will certainly do that well in advance of this expiration so that we'll have a new contract in front of this body,” Mr. Phillips said.
Council approved the renewal by a voice vote. Staff also noted related procurement items—contracts for debris monitoring and public assistance—would be presented at upcoming meetings so the city maintains a suite of disaster‑response contracts.
Next steps: staff to reissue a competitive solicitation for debris removal well before the current contract expiration and to bring related debris‑monitoring and public‑assistance contracts to the council for approval to ensure continuity of disaster-response capabilities.
