The Fluvanna County Planning Commission on May 13 approved SUP 25-01 allowing a specialty retail store with an enclosed archery range on an approximately 7-acre parcel at 1474 North Boston Road (Tax Map 10A-60A), subject to conditions intended to address safety and operation.
Planning staff said the applicant agreed to enclose the archery range and to conform to applicable codes and ordinances; the SUP as drafted carries a five-year period of validity subject to extension by the Board of Supervisors. Staff added a condition that there be no shooting of firearms on site and that any outdoor shooting facilities comply with applicable state and local rules. The SUP includes hours of operation (typically 9 a.m. to 5 p.m. Monday–Saturday, closed Sunday) and a requirement that the entrance meet VDOT low-volume commercial entrance standards.
Applicant Mr. Sprouse told the commission the archery range would be located in a courtyard area (“in the L” of the building) and that it would be enclosed so projectiles would be contained. Planning staff reported a limited number of reported crashes at the nearby intersection in state crash data; several neighbors at the meeting expressed continuing concerns about speeding and site-distance at the driveway.
Resident Tracy Smith (Sandy Beach Court) said she and neighbors had not received notice of an earlier community meeting and urged the county to improve notification for local residents. “If you didn’t know that there was one for you to attend, then I don’t know how it’s a community meeting,” she said.
Commissioner Kilpatrick moved approval of SUP 25-01 subject to the conditions in the staff report; Miss Dorsey seconded. The motion passed 4-1. Commissioners noted the site is largely isolated from nearby homes, emergency services are within a few miles, and the operator’s clientele is expected to be limited. The five-year term allows the board to review operations periodically.
The SUP approval is conditional land-use approval; compliance with building, health and VDOT requirements remains a prerequisite for permits and operation.
